Under the guise of granting citizenship to all persons, this unconstitutional amendment was one of three amendments passed during the Reconstruction era to abolish slavery and establish civil and legal rights for black Americans, it would become the basis for many landmark Supreme Court decisions over the years. It was not submitted to or adopted by a Constitutional Congress per Article I, Section 3, and Article V of the U. S. Constitution nor to the President for his approval as required by Article I, Section 7. It was rejected by more than one-fourth of all the States then in the Union, and it was never ratified by three-fourths of all the States in the Union as required by Article V. It is one reason government is so powerful and we the people weak. From its inception it has diminished personal freedom, is the vanguard for Federal domination of private property, and the overpowering destruction of our congressional right for self-government at state and local levels.
