HR-5122 Expands the President’s Power to Declare Martial Law Under Revisions to the Insurrection Act

H.R. 5122, also known as the John Warner National Defense Authorization Act for Fiscal Year 2007 was a bill passed in the US Congress and signed by President George W. Bush on October 17, 2006 becoming Public Law 109-364. H.R. 5122 includes expansion of the President’s power to declare martial law under revisions to the Insurrection Act, and take charge of US National Guard troops without state governor authorization when public order has been lost and the state and its constituted authorities cannot enforce the law. The Posse Comitatus Act of 1878 has been a safety measure that has stood in the way of any possible attempt at military dictatorship in the United States of America for over 137 years. H.R. 5122 removes this safety measure by providing large scale law enforcement by the U.S. National Guard (under federal control) and military forces to  be used against U.S citizens is in direct violation of the (now repealed) Posse Comitatus act. Seemly unnoticed and disturbing events are occurring across the country and involve not only the U.S. military conducting operations against U.S. citizens, but foreign military forces are on U.S. soil training with the U.S. military to enforce martial law across America.
