are a major goal of those orchestrating Operation Coronavirus, though not the ultimate end goal of the COVID agenda. The more obvious agenda of vaccine passports is clear, despite whatever flimsy and mealy-mouthed excuses given to justify them: to restrict the movement of the unvaccinated, or in plainer terms, to restrict the movement of those who have seen through the agenda. There are no clever legal arguments that can distract from this basic truth: vaccine passports are inherently discriminatory. However, it’s important to realize that vaccine passports or any other type of certification in and of themselves are not the end goal though. They’re merely a part of a much larger plan to implement a social credit system, such as that already implemented in China. First, they’d be expanded to cover other required vaccinations.
Ultimately, the vaccine passport will expand to include not just vaccination status but also other medical data, basic identification records, financial data and just about anything else that can be digitized and tracked. It may even extend to include real-time biological data. The end goal is to end freedom as we know it, using a social credit system to ensure compliance. If you disobey or act “out of line” with a prevailing dictate, your freedom to travel, bank, shop, get a loan or even leave your home could be vastly restricted.
We can see how such a system could work by looking at the Chinese social credit system10 where behavior is electronically monitored to assess “trustworthiness” in real-time. Aside from failing to pay taxes on time, score-lowering actions can include such minutia as cheating in an online video game, jaywalking, not visiting your parents on a frequent-enough basis, smoking in a nonsmoking zone or walking your dog without a leash.
Momentary thoughtlessness can also land you on any one of hundreds of blacklists controlled by a variety of state agencies with their own jurisdictions, and if you end up on one, you’re typically subject to blacklisting across all of them, at which point you won’t be allowed to do much of anything except work to improve your score. On average, it takes two to five years to get off a blacklist, and that’s assuming you comply with all the recommendations put forth.
While the Chinese social credit score is still in its infancy, eventually, the plan is to use it to “search for signs of potentially harmful behavior before it occurs”12 — in other words, a real-world pre-crime type of situation as illustrated in the movie “Minority Report.” This is what vaccine passports can lead to, and there’s every reason to believe that is the plan.
As noted by Naomi Wolf, a former adviser to the Clinton administration, in an interview with Fox News’ Steve Hilton:13,14
“I’m [the] CEO of a tech company, I understand what these platforms can do. It is not about the vaccine, it’s not about the virus, it’s about your data … What people have to understand is that any other functionality can be loaded onto that platform with no problem at all. It can be merged with your Paypal account, with your digital currency.
Microsoft is already talking about merging it with payment plans. Your network can be sucked up. It geolocates you everywhere you go. Your credit history can be included. All of your medical and health history can be included …
It is absolutely so much more than a vaccine pass … I cannot stress enough that it has the power to turn off your life, or to turn on your life, to let you engage in society or be marginalized.”
In a sane society, no nation that even pays lip service to caring about human rights could claim that vaccine passports are in alignment with their existing laws on individual rights, freedom of choice, freedom of movement, informed consent and medical sovereignty. However, it hardly bares stating that we do not live in a sane world. Below is a brief list of the vaccine passport schemes that are either proposed, about to be rolled out or already in existence. This is a worldwide agenda being rapidly promoted and implemented.
The First Vaccine Passports (1899-1904): Vaccine Certificate, then Scars
At the turn of the 20th century, the United States was in the grip of a full-blown smallpox epidemic. During the five-year outbreak from 1899 to 1904, government health officials confirmed 164,283 cases of smallpox, but the real numbers may have been five times as high.
To slow the spread of the highly infectious and often deadly virus, there was a nationwide push for smallpox vaccination. In cities and states with the worst outbreaks, vaccination was compulsory and official certificates of vaccination were required to go to work, attend public school, ride trains or even go to the theater.
The mandatory vaccination orders angered many Americans who formed anti-vaccination leagues to defend their personal liberties. In an attempt to dodge public health officials, who went door-to-door (often with a police escort) to enforce vaccination laws, some anti-vaccination activists would forge certificates of vaccination. Unable to tell if certificates were legitimate, health officials fell back on physical evidence: they demanded to see a vaccination scar.
Following a technique first developed by Edward Jenner in the late 18th century, smallpox vaccination in 1900 meant scoring the skin of the upper arm with a lancet or knife, and then dabbing the wound with live virus. Vaccine makers in 1900 still sourced their virus from oozing cowpox sores on the underside of calves.
“The vaccine recipient would start to feel quite sick, usually with a fever and a very sore arm,” says Michael Willrich, a history professor at Brandeis University and author of Pox: An American History. “The vaccine site would become more and more irritated, a scab would form, fall off, and what was left behind was a small scar roughly the size of a nickel. And that’s how you’d know that the vaccination took.”
Partly because the vaccination process was so brutal, and partly because anti-vaccination crusaders were keen to the risk of contracting tetanus or syphilis through the vaccine, there were plenty of people who tried to avoid vaccination by any means necessary. The most common tactic was to buy a fake vaccination certificate. Even as late as 1904, an article in The New York Times headlined “Vaccination Certificate Frauds” reports on “an extensive traffic in worthless certificates of sufficient vaccination by east side physicians” perpetrating a “petty swindle on the poor, ignorant and credulous.”
With all public schools requiring proof of vaccination, anti-vaccination leagues circulated names of doctors who would sign a piece of paper saying that a child was medically “unfit” for vaccination, a medical exemption. If parents didn’t want to pay the doctor, they forged the medical certificate themselves.
In the overcrowded tenement districts of cities like New York and Boston where smallpox spread with deadly speed, health officials enlisted policemen to help enforce vaccination orders, sometimes physically restraining uncooperative citizens. Frustrated with the widespread resistance to vaccination, these vaccine squads began to ignore certificates altogether and go right to the source.
“Because certificates could be so easily forged, they’d insist on seeing the vaccine scar,” says Willrich. “Vaccine scars readily served as a physical form of certification.”
In 1901, respected physician Dr. James Hyde of the Rush Medical College in Chicago wrote an editorial urging public health officials to do everything in their power to eradicate smallpox and proposed using the vaccination scar itself as the sole entry ticket or “passport” to civic life in America. “Vaccination should be the seal on the passport of entrance to the public schools, to the voters’ booth, to the box of the juryman, and to every position of duty, privilege, profit or honor in the gift of either the State or the Nation,” wrote Hyde.
In schools, factories, and halls of government, as well as aboard immigrant ships arriving at U.S. ports of entry, those who couldn’t produce a “fresh” vaccine scar—signaling inoculation within the past five years—would be vaccinated on the spot.
In 1903, the state of Maine issued a decree that “no person be allowed to enter the employ of, or work in, a lumber camp who can not show a good vaccination scar.” In that same year, industrialist Henry Clay Frick ordered all employees at his Pittsburgh-area steelworks and their families to show a scar or be vaccinated. “This order would have affected 300,000 people,” says Willrich. “That’s pretty significant coming from one enterprise.”
Social gatherings and clubs, too, sometimes required proof of vaccination in order to attend. When smallpox swept through Kansas City in 1921, one newspaper reported that “‘Show a scar’ has been officially adopted as the passwords to lodges and other meetings.” Public school leaders across the country also required students to present a “plain scar, the records of a school or a certificate by a reputable physician” in order to enter their institutions. Among others, the superintendent of the Savannah, Ga., school system in 1897 arranged for students to be provided with “admission cards” to their school once they provided proof of vaccination.
One Illinois writer dramatically claimed in 1923 that “A scar from forced vaccination is a brand, a mark of medical tyranny and despotism.” Newspapers brimmed with rumors about young women who tried to avoid vaccination to avoid blemishing their arms with the ugly scar. Some regarded a vaccination scar as the “mark of the beast” referenced in the Bible’s Book of Revelations.
Anti-vaccination sentiments never went away entirely, though, and some Americans even took to forging their vaccination scars. They did it by painfully exposing a patch of skin to nitric acid to produce the same nickel-sized scab and scar.

EU Planned for Vaccine Passports in 2018
Long before the word ‘coronavirus’ become a household world, or the term ‘COVID’ even existed, the European Union (EU) was planning for a vaccine passport scenario. The European Commission (the executive arm of the EU) published a proposal for vaccine passports on April 26th 2018 in a document entitled “Proposal for a Council Recommendation on Strengthened Cooperation against Vaccine Preventable Diseases”. It lays out the plan for a “vaccine passport” or “vaccine card” and “vaccine portals”:
“HEREBY WELCOMES THE COMMISSION’S INTENTION TO:
17. Examine issues of insufficient vaccine coverage caused by cross-border movement of people within the EU and look into options to address them, including developing a common EU citizens’ vaccination card/passport, compatible with electronic immunisation information systems and recognised for use across borders.
…
HEREBY WELCOMES THE COMMISSION’S INTENTION TO TAKE THE FOLLOWING ACTIONS, IN CLOSE COOPERATION WITH THE MEMBER STATES:
10. Aim at establishing a European Vaccination Information Sharing (EVIS) system, coordinated by the European Centre for Diseases Prevention and Control (ECDC), in order to:
a. Together with the national public health authorities,
i. examine the options of establishing, by 2020, guidelines for a core EU vaccination schedule, aiming to facilitate the compatibility of national schedules and promote equity in Union citizens’ health protection, and subsequently ensuring broad uptake of the core schedule as well as a common vaccination card;
ii. strengthen the consistency, transparency, and methodologies in the assessment of national and regional vaccination plans, by sharing scientific evidence and tools with the support of National Immunization Technical Advisory Groups (NITAGs);
iii. design EU methodologies and guidance on data requirements for better monitoring of vaccination coverage rates across all age groups, including healthcare workers, in cooperation with the World health Organisation (WHO). Collect such data and share them at EU level;
b. By 2019, establish a European vaccination information portal, with the support of the European Medicines Agency, to provide online objective, transparent and updated evidence on vaccines, their benefit and safety, and the pharmacovigilance process.
c. Monitor online vaccine misinformation and develop evidence-based information tools and guidance to support Member States in countering vaccine hesitancy, in line with the Commission Communication on tackling online disinformation.”
Interestingly, on pg.13, this document also mentions the term vaccine hesitancy as it recommends a “Joint Action on Vaccination, co–funded by the third Programme for the Union’s action in the field of health … to address vaccine hesitancy.” Vaccine hesitancy has also become a theme in the COVID op because so many people have become aware of just how toxic vaccines can be and how experimental these ones are in particular; in my article from August 2020 I revealed how a Yale study was analyzing how to combat vaccine hesitancy and increase vaccine uptake through a variety of psychological techniques and manipulation.
European Vaccine Passports
Given the above documents, it’s no great surprise that Europe is at the forefront of implementing vaccine passports. The UK and many European countries are getting close to rolling out their passport scheme; on March 17th 2021, the European Commission proposed the following draft legislation to create a “Digital Green Certificate” as you can see from this document. In a classic example of doublepseak, Commissioner for Justice, Didier Reynders, said:
“With the Digital Green Certificate, we are taking a European approach to ensure EU citizens and their family members can travel safely and with minimum restrictions this summer. The Digital Green Certificate will not be a pre-condition to free movement and it will not discriminate in any way. A common EU-approach will not only help us to gradually restore free movement within the EU and avoid fragmentation.“
No pre-condition for movement? Not discriminate in any way? The very essence of the vaccine passport is regulate and restrict movement, as well as to discriminate. Otherwise, what is the point of it? This is a constant theme of the COVID op. Politicians make rules to control your life, and right when they announce these rules, they claim they are not controlling you. Black is white, up is down and tyranny is freedom.
American Vaccine Passports
They’re coming to America too. The US state of New York was the first state to introduce a pilot program. Authorities have said it’s optional, but that’s how all these schemes of control initially work; first they’re optional to break down resistance and get people accustomed, and then they’re mandatory. New York is calling its vaccine passport the “Excelsior Pass” and the official announcement states:
“Developed in partnership with IBM, the Excelsior Pass will use proven, secure technology to confirm an individual’s vaccination or a recent negative COVID-19 test through a confidential data transfer to help fast-track the reopening of theaters, stadiums and other businesses in accordance with New York State guidelines…The Excelsior Pass will play a critical role in getting information to venues and sites in a secure and streamlined way, allowing us to fast-track the reopening of these businesses and getting us one step closer to reaching a new normal.”
On the upside, a number of states have enacted laws that ban vaccine passport requirements in order to prevent the creation of a two-tier society of those with the freedom to live as they please, and others whose lives would be restricted based on vaccination status alone. As of May 28, 2021, the following 14 states have banned vaccine passports from being required:3 Alabama, Arizona, Arkansas, Florida, Georgia, Idaho, Indiana, Iowa, Montana, North Dakota, South Carolina, South Dakota, Texas, Wyoming. Utah has issued a partial ban that applies to state government only. Only two states so far — Hawaii and New York — have actually implemented vaccine certification requirements for certain activities. In Hawaii, only those with proof of vaccination are allowed to travel between counties without pretravel testing and quarantine restrictions, while New York requires you to be vaccinated or have a recent negative COVID-19 test to enter certain sports arenas and large performance venues.
Vaccine Passports in Israel, China and India
Israel has earned itself another dubious distinction by leading the world in COVID vaccination rates, and by already implementing its vaccine passport program. Unvaccinated Israelis are being banned from going to so-called non-essential places. Tyrannical Israeli Health Minister Yuli Edelstein warned:
“Whoever doesn’t vaccinate will only go out to supermarkets or pharmacies, while the vaccinated will go to stadiums and gyms.”
The tyranny doesn’t stop there. Israel has also issued “Freedom Bracelets” to be worn by those entering the country from abroad. Israel’s parliament joined action taken previously by the Spanish government in approving a law to create a registry of people refusing the COVID vax. Interestingly, UK Cabinet Office minister Michael Gove was recently seen arriving in Israel for what they say was “vaccine passport talks” but in reality, from those who know the backstory of the Zionist New World Order (NWO), was likely his marching orders.
China and India have both joined the vaccine passport game. China called their version the “International Travel Health Certificate” (downloadable from its WeChat mobile app) while India has a QR code certificate version.
One Passport to Rule Them All
No matter what fancy and different names these passports, apps and QR codes have, there are plans afoot to link them all via a common software or framework. The leading developers of this technology include AOK Pass, Common Pass, the Vaccination Credential Initiative, Good Health Pass Collaborative and the IATA Travel Pass. This is a clear manifestation of the NWO Agenda of a One World Government with detailed information on every single person (except for the ruling elite) on Earth, who are planned to be its subjects or slaves.
This has been a long time coming. It seems like a long time ago now – over a year ago – when Bill Gates started mouthing off about the need for immunity certificates and digital vaccine passports. The plan is not hidden, but rather wide out in the open. Of course, there is a distinct lack of logic about the whole issue. First of all, as I have exhaustively documented, there is no evidence that the virus SARS-CoV-2 exists. But putting that inconvenient truth aside for a moment, why couldn’t natural immunity to the virus qualify you for the vaccine passport? Mainstream brainwashed medical authorities may say it’s because you can still get re-infected. However the same goes for the vaccine … hence all the talks of a 2nd and 3rd shot (actually the plan is to give people countless shots as they upgrade and rewire their DNA operating system). This is the very same group of vaccines which by the way don’t give you proper immunity and are even admitted to only protect against mild symptoms and not to stop transmission.
It’s not about actual real immunity to disease. It’s about finding out who is vaccinated and who is unvaccinated, and subsequently punishing the non-compliant, disobedient, recalcitrant unvaccinated ones.
For those who want their shiny new vaccine passport – think about this. What happens when the authorities say that you have to keep getting vaxxed … and vaxxed … and vaxxed … every year … just to keep your passport and privileges? Are we going to stand in our inherent soveriegn rights or grovel beneath the slavemasters for government-bestowed privileges?
Indeed, recreating China’s social credit system here in the U.S. is likely easier at this point than anyone would like to think, and probably wouldn’t take long to implement. Silicon Valley titan Oracle nabbed the contract to be the U.S. Centers for Disease Control and Prevention’s central data repository for all COVID-19 vaccine data in the U.S. early on in the pandemic.
Oracle also manages the database for COVID-19 cases and the National Institute for Allergies and Infectious Diseases (NIAID) database for clinical research into COVID-19 vaccines and drugs, a program overseen by Dr. Anthony Fauci.
Now consider this: Oracle has for many years also managed the U.S. national security database, as well as databases for the CIA, Navy Intelligence, Air Force Intelligence and the National Security Agency, plus banking, and a host of commercial databases. As reported by The Defender:15
“’The information about your banks, your checking balances, your saving balance is stored in an Oracle database,’ Ellison was quoted in the 2004 book, ‘The Naked Crowd.’ ‘Your airline reservation is stored in an Oracle database. What books you bought on Amazon is stored in an Oracle database. Your profile on Yahoo! is stored in an Oracle database.’”
And, as Ellison admitted in 2002, thousands of databases can easily be integrated into a single national file — something he offered to do for free for the U.S. government all the way back then.
The Defender also recounts an old Defense Advanced Research Projects Agency (DARPA) program called Total Information Awareness (TIA), which sought to collect the medical records, drug prescriptions, DNA, financial information, travel data and media consumption habits of all Americans.16
The justification for this vast data collection, according to DARPA, was that “the whole population needed surveillance to prevent not only future terrorist attacks, but bioterrorism and even naturally occurring disease outbreaks.” The program was defunded in 2003 after intense public backlash, “but TIA never really went away,” The Defender writes.17 “Various of its programs ended up divvied into a web of military and intelligence programs.”
Here are a few more connections to consider when trying to decide whether a social credit system is really in the works, and why a vaccine passport could serve a central function.
Oracle Labs, the research arm of Oracle, is partnered with DARPA to create an “optically interconnected supercomputer” — something that would come in handy if putting together a massive social credit system that demands interconnectivity between thousands of databases.
DARPA is also working on advanced pandemic surveillance and biological threat detection.18 In fact, it has an entire division specializing in biological technologies — the Biological Technologies Office (BTO) — which developed hydrogel, an implantable type of nanotechnology that transmits light-based digital signals through wireless networks.19
It’s basically a gel-like biosensor that can both record and share biological data. The hydrogel is manufactured by Profusa, which is partnered with the Bill & Melinda Gates Foundation20 and backed by Google, the largest data mining company in the world.
In 2020, there were rumors that this hydrogel would be part of Moderna’s mRNA delivery system.21 DARPA, by the way, actually funded Moderna too.22 However, it is unclear whether hydrogel actually ended up being used in Moderna’s or any other COVID-19 vaccine. At any rate, it could be used, if not now, then in the future.
Now, ask yourself, considering all of these various data points that I’ve covered — which by no means includes everything — just how likely is it that a national social credit system based on digital surveillance, including medical and biological surveillance, is NOT in the works?
Vaccine Passports Spell the End of Freedom
Dr. Mercola recently interviewed Naomi Wolf about her book “The End of America.” The book, published in 2007, was a prescient warning about the very time we now find ourselves in. In it, she laid out the 10 steps toward tyranny that have been followed by virtually every modern-day would-be tyrant.
“They all took the same 10 steps, and they always work. I warned people that when you start to see these 10 steps, you have to take action, because there is no way to recover once things go too far without a bloody revolution or a civil war. We are [now] at Step 10 … and once Step 10 locks in, there is no going back,” Wolf says.
The 10 steps toward tyranny start with the invocation of a terrifying internal and/or external threat. It may be a real threat or an imagined one, but in all cases, it’s a hyped-up threat. From 2001 onward, that threat was terrorism, which was used as the justification for stripping us of our liberties.
The last and final step in the implementation of tyranny, Step 10, involves the creation of a surveillance state where citizens are under constant surveillance and critique of the government is reclassified as dissent and subversive activity. Vaccine passports are clearly an integral part of that surveillance apparatus, and a precursor to a social credit system.
There simply can be no doubt of that, and if we don’t put a stop to it now, we’ll be locked into not just a national dictatorship but a global one, run by unelected, largely unknown individuals and Big Tech oligarchs. There will be no one to help anyone else, because all nations will be in the same boat.
Peaceful Protest and Legislative Action Are the Remedy
To avoid the fate that comes next, everyone everywhere needs to recognize the danger and take action. Such action includes peaceful protest and civil disobedience — simply not complying with mask mandates, social distancing, lockdowns, vaccination or anything else.
We must also fight through legislation. As mentioned earlier, 14 U.S. states have already passed laws banning requirements for vaccine passports, which protects the freedoms of everyone within those states. While that’s a good start, there are dozens more to go, and other countries need to enact such laws as well. As noted by Wolf in my interview with her:
“Once [vaccine passports] are launched … people like you and I, Dr. Mercola, will be switched off of society. ‘Oops, my vaccine passport is positive. I guess I can’t go food shopping for my family.’ ‘I said something critical of biofascism on Dr. Mercola’s show, so now my child can’t get into school.’
Just as in Israel, where people who are critics are being surveilled [and] marginalized from society, it has turned into a two-tier society. If you choose not to get vaccinated, then you’re really in a marginalized minority in an apartheid state.
The more we know about these vaccines, the scarier it is to have coercion that is social. It’s also illegal. In America, we have the Americans with Disabilities Act. It means it’s illegal to even ask me anything about my medical status. You can’t ask me if I’m pregnant. You can’t ask me if I’m disabled. You can’t ask me if I have diabetes or HIV. You cannot ask me anything. By definition, these intrusive measures are unlawful.
We have to use the law to save the law, basically … We have to fight before we are living in fascist regime where every move is tracked and we’re marginalized from society.”
Final Thoughts
The truth is that vaccine passports are a scheme to force people into getting vaxxed so that they become genetically modified humans. The vaccine is the real bioweapon, not an imaginary virus. The vaccine passports will function to make life uncomfortable for the unvaccinated, and also as a registration system to distinguish between the vaccinated and unvaccinated, so the NWO controllers know exactly which citizens have certain nanotechnology embedded inside of them – which you can be sure will be used to further whatever nefarious goals the NWO manipulators have in mind.
