The US government has a long history of weather manipulation and Air Force document AF 2025 mentions their ability to trigger floods, hurricanes, droughts, and earthquakes. The most popular methods are (1) geoengineering, or the spraying of nano-particles into the atmosphere, and (2) HAARP, a high-power radio frequency transmitter facility used to temporarily excite a limited area of the ionosphere. With such power to control the weather and the deep state control over government and big business, it’s logical that predatory capitalism has frequently driven the decisions to perpetrate egregious acts of environmental terrorism throughout the world using the weather. The NWO globalists can manufacture a storm, ramp it up to cataclysmic superstorm magnitude, and aim it practically anywhere they so desire. Not only that, but they can play with its direction, speed and rain-making capability by pressing the necessary buttons.
Weather-modification, according to the US Air Force document AF 2025 Final Report, “Weather as a Force Multiplier: Owning the Weather in 2025,” “offers the war fighter a wide-range of possible options to defeat or coerce an adversary” which include the triggering of floods, hurricanes, droughts, and earthquakes. It goes on to explain the value such technology holds for military operations:
Weather modification will become a part of domestic and international security and could be done unilaterally. . . . It could have offensive and defensive applications and even be used for deterrence purposes. The ability to generate precipitation, fog and storms on earth or to modify space weather . . . and the production of artificial weather all are a part of an integrated set of [military] technologies.
The report also provides details of governmental spraying schedules, chemical orders, and correct nomenclature used in airline operating manuals. It provides support for its notion of “heavy involvement of governments at the top level in climate control projects.” (Source)
HAARP
HAARP (High-Frequency Active Auroral Research Program) is a high-powered radio transmission research facility jointly operated by the US Navy, Air Force, DARPA and several universities where work began in 1993 to “analyze the ionosphere and investigate the potential for developing ionospheric enhancement technology for radio communications and surveillance“. The most prominent instrument at HAARP is the Ionospheric Research Instrument (IRI), a high-power radio frequency transmitter facility operating in the high frequency (HF) band. The IRI is used to temporarily excite a limited area of the ionosphere. Other instruments, such as a VHF and a UHF radar, a fluxgate magnetometer, a digisonde (an ionospheric sounding device), and an induction magnetometer, are used to study the physical processes that occur in the excited region.
In 1966, Professor Gordon J. F. MacDonald, associate director of the Institute of Geophysics and Planetary Physics at the University of California, Los Angeles, was a member of the President’s Science Advisory Committee. MacDonald published papers on the use of environmental-control technologies for military purposes, including “earthquake engineering” (he also wrote about weather manipulation, climate modification, polar ice cap melting or destabilization, ozone depletion techniques). “Speaking on his weekly television show, Chavez opined that the U.S. mission in Haiti (2010) was a ruse to initiate military occupation,” the New York Daily News said. This isn’t just crazy talk. Chavez had a long military career, and was well respected in his work.
A very unusual deletion can be observed in the archived data of HAARP instrument readings from the day before the Haiti earthquake.
The HAARP Induction Magnetometer, a device used to measure the geomagnetic activity induced by the Alaskan HAARP weapon (which has proven to produce earthquakes), began powering up on January 10th at about 4pm UTC lasting on full blast until January 12th at around 3pm UTC, when it powered down again. The Haiti earthquake happened 5-6 hours later.
Also in 2010, then-president of Iran Mahmoud Ahmadinejad said that the U.S.’s High Frequency Active Auroral Research Program (HAARP) was responsible for the devastating floods in Pakistan, and that Western countries have been causing drought in various parts of the world, including Iran. (Source)
According to The Telegraph, Ahmadinejad emphasized that “according to reports on climate, whose accuracy has been verified, European countries are using equipment to force clouds to dump their water on their continent,” and are “prevent[ing] rain clouds from reaching regional countries, including Iran.” (source)
Renowned Pakistani columnist Nusrat Mirza accused the U.S. of artificially causing the March 11, 2011 earthquake and tsunami in Japan, calling the radiation leaks resulting from damage to nuclear plants the U.S.’s “second nuclear attack” on the Japanese nation. He argued that the March earthquake was artificially caused by the U.S. X-37B spaceplane just six days after it was launched. (source)
A growing number of observers, websites and analysts have concluded that Hurricane Harvey that caused nearly 200 billion in damage to southern Texas – mainly in Houston, was “engineered” and made into a “weather weapon” through a combination of ground-based temperature manipulation tools and “chemtrail” seeding.

While many seem to doubt this weather warfare scenario, the satellite imagery and other diagnostic modalities all point to the same conclusion: Hurricane Harvey was a geoengineered storm. Weather modification is far from a conspiracy theory, as Professor Michel Chossudovsky, the University of Ottawa’s Emeritus Professor of Economics, tells us in an article he wrote for The Ecologist several years ago:
Rarely acknowledged in the debate on global climate change, the world’s weather can now be modified as part of a new generation of sophisticated electromagnetic weapons. Both the US and Russia have developed capabilities to manipulate the climate for military use.
Environmental modification techniques have been applied by the US military for more than half a century. US mathematician John von Neumann, in liaison with the US Department of Defense, started his research on weather modification in the late 1940s at the height of the Cold War and foresaw ‘forms of climatic warfare as yet unimagined’. During the Vietnam war, cloud-seeding techniques were used, starting in 1967 under Project Popeye, the objective of which was to prolong the monsoon season and block enemy supply routes along the Ho Chi Minh Trail.
The US military has developed advanced capabilities that enable it selectively to alter weather patterns. The technology, which is being perfected under the High-frequency Active Auroral Research Program (HAARP), is an appendage of the Strategic Defense Initiative – ‘Star Wars’. From a military standpoint, HAARP is a weapon of mass destruction, operating from the outer atmosphere and capable of destabilizing agricultural and ecological systems around the world.

Cataclysms like Hurricane Katrina, the tsunami in Indonesia, the cyclone in Myanmar and flooding in the American Midwest … The list of such disasters is long, and the question to be asked is were these naturally occurring events? (Read Michel Chossudovsky’s weather-warfare article here.) We are being warned of impending natural catastrophes every time we turn on the TV, and the villain is … you guessed it … “man-made global warming,” or in other words we ourselves, you and I, us. The HAARP facility in Alaska self-defines as “A scientific endeavor aimed at studying the properties and behavior of the ionosphere, with particular emphasis on being able to understand and use it to enhance communications and surveillance systems for both civilian and defense purposes.”
HAARP consists of powerful antennae that send electromagnetic frequencies into the ionosphere. HAARP is also referred to as a series of “ionospheric heaters.” Very simply put, causing air currents to rise and fall (by heating them, for instance) already affects weather. If the spraying of metallic aerosols (that ionize in sunlight) has made our air into a conductive plasma, then it seems as though the tools of weather manipulation have been readied. Is HAARP a “research” facility or much more? GeoEngineering
With the poor track record and a record of seemingly purposeful weather manipulation for the most damage for political or financial purposes, many have posited that the weather modification program is just another tool of the global elite to control, sicken, and dumb down the masses. By controlling food, you can control people. Weather modification can affect food production and eventually the available supply. Starving resisters out is much more effective than having to track them down and shoot it out with them. If you have not surrendered your weapons, you don’t get a food ration coupon.
