Dulles and the MK-Ultra Program

The CIA decided to expand their efforts in the area of behavior modification, with the advent of Project BLUEBIRD, approved by director Allen Dulles in 1950. Its objectives were to:

  • discover a means of conditioning personnel to prevent unauthorized extraction of information from them by known means
  • investigate the possibility of control of an individual by application of special interrogation techniques
  • investigate memory enhancement
  • establish defensive means for preventing hostile control of agency personnel

In August 1951, Project BLUE BIRD was renamed Project ARTICHOKE, which evaluated offensive uses of interrogation techniques, including hypnosis and drugs. As CIA Director, Dulles created Project MK-ULTRA on April 13, 1953 along the lines proposed by Richard Helms, Deputy Director of Central Intelligence (DDCI) with the rationale of establishing a “special funding mechanism of extreme sensitivity.”

Dulles funneled millions of dollars throughout organizations like the society for the Investigation of Human Ecology, which Cameron ruthlessly presided over. Experimentations were conducted at several locations in Montreal, mostly at McGill University, St Mary’s Hospital and Allan Memorial Institute.

In a rare exchange of memos (1953) between Dulles and Richard Helms,  Dulles reaffirmed his support for utilizing psychiatry’s “applied medical science” for torture. And in his memo to Dulles (April 13, 1953) Helms (then chief, CIA Office of Special Operations) proposed a program for the “covert use of biological and chemical materials” both for its “offensive potential” to “give us thorough knowledge of the enemy’s theoretical potential.” He recommended shielding the program under extreme secrecy: “Even internally in CIA, as few individuals as possible should be aware of our interest in these fields and of the identity of those who are working for us.” And he recommended Sidney Gottlieb to head its operations.

Sidney Gottlieb personified CIA’s immoral universe; a universe where there was nothing, however evil, pointless or even lunatic, that this unaccountable intelligence agency will not engage in, in the pursuit of its secret wars. These included the frenzied search for “truth serum” drugs for use in interrogating spies; mind control techniques to create unwitting double agents or robot assassins; sought out Nazi scientists who applied their state of the art torture methods for breaking human will, an art perfected on concentration camp victims. * Paperclip Gottlieb is reputed to be the inspiration for Stanley Kubrick’s bizarre and evil “Dr. Strangelove” character played by Peter Sellers in 1964.

Dulles agreed, naming this “ultra-sensitive” clandestine project, MK-ULTRA, which he exempted from normal CIA financial controls, authorizing Gottlieb to start projects “without signing the usual contracts or other written agreements.” (Manchurian Candidate, Chapter 4) The aim of MK-ULTRA was to develop methods for controlling human behavior through psychedelic and hallucinogenic drugs, electroshock, radiation, graphology, paramilitary techniques, and various psychological/sociological/anthropological methods. It has been described as “a vast open-field of mind experimentation trying anything that might work, legal or otherwise on willing and unwitting subjects.” (Lendman. MK-ULTRA — the CIA’s Mind Control Program, 2010)

Dulles, the CIA, and Drug Trafficking

The “multinational” business of drug trafficking can be traced back to the 1940s, even before the CIA was created following World War II. Before the creation of the CIA in 1947, Allen Dulles assembled the Flying Tigers, an inner clique within the Office of Strategic Services (OSS) with the help of Miami millionaire William Pawley along with friends Corcoran, Chennault, and Willauer. Dulles had close ties with Eastern billionaire families (read Dulles’ biography and read BITTER FRUIT by S. Kinzer which indicates oligarchs paid for dirty tricks). Dulles ran secret wars out of the White House and had a repressive agenda related to every banana republic that had nationalistic or socialist tendencies, which might get in the way of trans-nationalist corporate agendas.

Tigers were supposedly heroic civilian volunteers –John Wayne even played one in a movie, but this was just a lacquer job. The Flying Tigers were OSS mercenaries who were financed with secret funds. Hellwell observed how Chiang sold opium to Chinese addicts and used the revenue to purchase weapons for his troops. Hellwell created Sea Supply, an OSS proprietary company, out of Miami and used it to carry guns across the ocean to China. The opium was grown in Burma, so Hellwell moved on to Southeast Asia in order to consolidate his operation.

In the late 1940s, Hellwell was named the Burmese consulate in Miami and was able to secure a monopoly on opium in Burma. From there, opium was processed in Shanghai, and then it was exported to the United States on Sea Supply boats. In return, Hellwell shipped guns back to China. The OSS used the mob to distribute heroin in big cities throughout the United States. The OSS-mafia alliance emerged soon after the agency was formed.

After World War II, the OSS created a situation which helped revive the Sicilian-American mafia and the Corsican underworld. The alliance with the mafia was maintained by the CIA and the CIA drug business continues to thrive and is more than a $1 trillion illegal monopoly for them today.

Operation Mockingbird

In 1951 Allen W. Dulles oversaw the CIA’s covert operations as Deputy Director for Plans and persuaded Cord Meyer to join the CIA. However, there is evidence that he was recruited several years earlier and had been spying on the liberal organizations he had been a member of in the later 1940s. According to Deborah Davis, Meyer became Mockingbird’s “principal operative”.

After 1953 the network was overseen by Allen W. Dulles who had become Director of the Central Intelligence Agency when Bedell Smith shifted to the Department of State. By this time Operation Mockingbird had a major influence over 25 newspapers and wire agencies. These organizations were run by people such as William Paley (CBS), Henry Luce (Time Magazine and Life Magazine), Arthur Hays Sulzberger (New York Times), Helen Rogers Reid (New York Herald Tribune), Dorothy Schiff (New York Post), Alfred Friendly (managing editor of the Washington Post), Barry Bingham (Louisville Courier-Journal) and James S. Copley (Copley News Services). Dulles was very active in censoring CIA activities and putting out propaganda with the use of Operation Mockingbird.

Spymaster Allen Dulles and his top staff drank and dined regularly with the press elite of New York and Washington, and the agency boasted hundreds of U.S. and foreign journalists as paid and unpaid assets. In 1977, after this systematic media manipulation was publicly exposed by congressional investigations, the CIA created an Office of Public Affairs that was tasked with guiding press coverage of intelligence matters in a more transparent fashion. The agency insists that it no longer maintains a stable of friendly American journalists, and that its efforts to influence the press are much more above board. But, in truth, the intelligence empire’s efforts to censor the truth and mold public opinion are more vast and varied than ever before. One of its foremost assets? Hollywood.

Whistleblower, Dr. Udo Ulfkotte came out in 2014 exposing the CIA by stating the following in a well documented book:

“The entire mainstream media is totally fake!”

“Taught to lie, to betray the people and not to tell the truth to the public.”

“The CIA gets control over all of the majority of journalists.”
